Is this a good starter Andriod system?

I've been considering learning how to do Android development. I don't have any immediate uses for a tablet.

Stumbled across this the other day:

Basically an Android "TV Stick" for about $70.

This page has a good collection of some of the setup menus:

I could plug it into the spare HDMI port on the side of my TV, or I'd probably just connect it to a monitor. Not sure if I would need a separate HDMI cable to do that.

It supports Bluetooth. If I understand the basics of that setup, there isn't any dongle. I would start by connecting a standard USB mouse just to get to the setup menu, and then use that to enable/setup my bluetooth, right?
Based on a quick glance, the bargain bluetooth mice aren't very reliable. This costs about $35:

I wouldn't necessarily need a wireless keyboard. If I wanted one, I'm guessing they're all compatible.

    Any suggestions?

I don't know anything about this piece, but it does look interesting for sure.
