    Change the PI interference rules so that incidental contact isn't at the point of the foul. (15 yards automatic 1st down would be more then sufficient). PI as the football gods intended it (really interfering with the receiver) would continue to be spotted at the point of the foul.

    Receivers whining for a PI call could get a 5 yard unsportsmanlike penalty.

    QBs stop getting preferential treatment.

    I don't think there are that many number restrictions anymore.

    I could be wrong but I thought the only restriction was for offensive linemen.

    1-9 Quarterbacks and Kickers
    10-19 Quarterbacks, Receivers, Tight Ends, and Kickers
    20-49 Running Backs and Defensive Backs
    50-59 Centers and Linebackers
    60-79 Defensive Linemen and Offensive Linemen
    80-89 Receivers and Tight Ends (or 40-49 if those ranges are taken)
    90-99 Defensive Linemen and Linebackers

    That's what I would make the rule, but not how it is presently in the NFL.
