I would say Elway did throw the ball harder, but Favre could throw the ball harder. Elway had much better form, and would step into his throw, open his hips, etc. He did a much better job of using everything he had to get that ball there as fast as it could. Favre would throw off his back foot while backpedaling and just snap his arm, and the ball wasn't much softer or easier to catch than Elways. I do remember stories quite often in his younger days about him breaking his receivers fingers in practice because he threw the ball so hard.
