The only way to stop a bad guy with a plastic, untraceable gun is with a good guy who has a plastic, untraceable gun. I don't see the problem here.
Sure, in the movies.
I'm your mama, I'm your daddy
I'm that nigga in the alley
I'm your doctor when in need
Want some coke, have some weed
You know me, I'm your friend
Your main boy, thick and thin
I'm your pusherman
I'm your pusherman
Ain't I clean, bad machine
Super cool, super mean
Dealin' good for the Man,
Superfly, here I stand
Secret stash, heavy bread
Baddest bitches in the bed
I'm your pusherman
I'm your pusherman
I'm your pusherman

Hemp based materials are stronger than any plastic and many metals.
No doubt it's possible, the technology is old - and suppressed.
Supressed? Before the age of synthetic chermistry, they used hemp and linen fibers to reinforce melamine resins. Since the early 40's, they have developed better fibers and plastics. They're called composites. Right about the time of that video, came glass fibers and polyester resin, combined known as fiberglass or FRP, fiber reinforced polyester. Led a revolution in the boating industry and products like the Corvette; later came carbon fibers and epoxy resins. The 787 has carbon-fiber/epoxy fuselage and wings. Hardly supressed. These materials don't make good guns though.
Part of the drive in the early 40's was the need to find alternative materials since metals were needed for the war effort. Hemp/melamine, an early composite material, around since the 20's, was not stronger than most metals, like steel and aluminum for example.

"I like my women the way I like my scotch, 20 years old and mix up in coke."
Not that it has anything to do with the thread title but because it addresses YK's technology supression paranoia, here is a website of a company producing composites from hemp and other natural fibers, one of many in the industry.
