Why Didn't Vitt Throw a Challange Flag?

When it was clear that Bush was down by contact and the TD was gonna be reversed on review. If he throws a flag, the play cannot be reviewed, the TD stands, and he's penalized 15 yards on the ensuing Kickoff. Am I missing something?

That has been gone over, you can't challenge a play that benefits you in an attempt to create a loophole by using a terrible rule.
